spect: derived from Latin "specere", meaning "look"

-er: the person who does something

So respecter means:

The person who looks again and again at somebody/something.

  1. If you look at somebody again and again, it means "you will pay more attentions to him/her".
    • One commen usage is “be no respecter of somebody”, it means "treat all people in the same way, no matter they are rich, powerful or not".
      For example, god is no respecter of persons.
    • Another usage is “be a respecter of somebody”, means “respect somebody”.
      For example, I am a respecter of Isaac Newton.
  2. If you look at something again and again, it means "you regard it as important".
    For example, I am a respecter of freedom.

Evolution of usage
God is not a person who will specially look again and again at one certain person.

God is not a person who will specially respect one certain person.
